Officials can increase their chances of getting assigned by adding boosts to their offer.
Each official starts with 10 boosts when they signup. Officials use boosts when they are added to an offer. If an official cancels their offer, they get their boosts back. If an official loses a bid, they get their boosts back plus gain a share of the winning official's boosts.
